考虑峰谷分时电价影响的变电站容量规划方法

摘    要:针对峰谷分时电价的实施会调整电力负荷进而影响电网规划的问题,提出了考虑峰谷分时电价影响的电网规划方案制定方法,并且建立了基于需求侧管理各参与方成本效益分析的峰谷分时电价模型及变电站容量规划模型。在峰谷电价比恒定的情况下,根据峰谷分时电价模型的计算结果选取算例地区峰谷分时电价的最优拉开比。在此基础上,对传统变电站容量规划方案和考虑峰谷分时电价影响的修正方案进行对比,最终得出:考虑峰谷分时电价影响的变电站容量规划方案在新建变电站容量减少的条件下,仍能满足地区电力平衡。并且该方案还能保证需求侧管理的各参与方均能获得更多利润,在有效节省建设投资的同时降低电力用户用电成本,明显提升电网规划的经济性和合理性。

Abstract:The implementation of peak-valley time-of-use power price will lead to power load adjustment to affect power grid planning. In order to slove the problem, a power grid planning mtehod considering the influence of peak-valley time-of-use power price is proposed. A peak-valley time-of-use power price model based on the cost-benefit analysis involving each participant in demand side management(DSM)is developed, as is substation capacity planning model. Where the ratio of the peak price to valley price is stable, the optimal pull-apart rate of peak-valley time-of-use power price in the example area is selected according to the calculation results of the peak-valley time-of-use power price model. Thus the modified scheme considering the influence of peak-valley time-of-use power price is compared with the conventional substation capacity planning scheme. It is concluded that the modified scheme can still satisfy the load-balance of the example area although the new substation capacity is reduced. The scheme can also make each participant in DSM get more profits, because it will save the construction investment and the power consumption cost of consumers. The economic benefits and rationality will appreciably be enhanced.
