| 摘 要： | 法治是政府组织和活动的基本原则。分清公共权力与个人权利的界线,正确处理与市场的关系,追逐公平正义的价值目标,是法治政府的基本要求;依法行政是建设法治政府的关键;建设法治政府应当更新观念,习惯于在有监督的条件下工作,致力于进行有质量的制度建设,实行"良法之治"。
