淮河蓄滞洪区洪水风险分析的认识

摘    要:淮河是我国蓄滞洪区分布最多的流域,特有的自然和社会环境决定了淮河防汛调度和应急管理的重要地位.洪水风险图作为防洪减灾基础信息建设的一部分在淮河流域已经开展了近20年.通过对淮河流域蓄滞洪区洪水风险比较分析我们可以知道,蓄滞洪区的洪水风险分析方法应当依据本区域的洪水特性和防汛调度特点进行,而某些风险信息则应当根据实际运用情况适当简化,这样可以在保证需要的情况下,大幅度地减少成本.

Abstract:Huai River has more flood retention areas than the other river basins. Natural condition and social environment determines that flood regulation and emergency management has an important position. As a part of basic information system of flood control, flood hazard mapping has applied in the basin for nearly 20 years. Through comparative analysis of flood risks in retentions areas in the Huai River Basin, it is found that method for flood risk analysis in the retention areas should be adaptable for the flood features and regulation in the region; Some risk information should simplified according to the actual conditions so that cost can be dramatically reduced.
