传统小城镇总体规划基于城市化与增长极理论,重镇区规划,轻镇域规划,忽视城乡融合."五个统筹"中的统筹城乡发展,基于城市化新理念,倡导现代城乡网络化发展模式.将这一思想应用到小城镇总体规划中则体现为:镇区与镇域规划并举、统筹发展产业空间、统筹管治地域空间、统筹协调城乡交通.

Traditional master planning of small townsis based on urbanization and growth level theory.Itplaces emphasis only on the planning of the town-ship zone and ignores the planning of the townshiparea as well as ignores the integration of urban andrural areas.Of the five coordination strategies,thecoordinative development of urban-rural area isbased on the new idea of urbanization and advo-cates the pattern of network development for ur-ban-rural areas.This idea can be best presented inthe master plan of small towns as planning thetowhsip and the town area at the same time,coordi-native development of industrial space,coordina-tive governance of regional space,integrated coor-dination of urban-rural traffic,etc.
