The Government Regulation of National Scenic Spots and Historical Site in China

We identify the core regulatory issue as regula- tion of the quality or the protection of national scenic spots and historical sites. And argue that the current problem of over--deve1opment or neglect of Protection is due to the fact that powerful incentives have been given to the entities running them. By characterizing a three stage path for reg- uIatory reforrn, we suggest China should he in the second stage now in which low--power incentive schemes should be offered not only because the damages to them are but re- mediable but also the Chinese government can afford to achieve the protection goa1
