编制导则与需求导向视角下的地下空间规划探索

党的十九大以后,城市发展模式进入一个新的历史时期,发展方式由外延增长式向内涵提升型逐步转变,地下空间的开发利用成为城市转型升级的重要路径之一。国内一些较大的城市已相继开展了地下空间规划工作,并摸索出适宜本地特色的规划思路与方法,而大量的中、小型城市地下空间规划还处于起步阶段。本文选取典型的中、小城市射洪县作为研究对象,分别从“编制导则”和“需求导向”两个角度出发,详细的论述了两种方法在地下空间专项规划中的应用。通过对比分析发现两种规划方法各有利弊,建议射洪县宜采用“编制导则”和“需求导向”相结合的规划编制方法,同时对具体规划内容提出若干建议,为其他中、小城市地下空间专项规划提供参考。

Exploration of Underground Space Planning from the Perspective of Compilation Guidelines and Demand Orientation

After the Nineteenth National Congress of the Communist Party of China, the model of urban development has entered a new historical period. The mode of development has gradually changed from the extension growth mode to the connotation promotion mode. The development and utilization of underground space have become one of the important paths of urban transformation and upgrading. Some large cities in China have carried out underground space planning work successively, and found out the planning ideas and methods suitable for local characteristics, while a large number of small and medium-sized cities underground space planning is still in its infancy. This paper chooses Shehong County, a typical small and medium-sized city, as the research object, and discusses in detail the application of the two methods in the special underground space planning from the two perspectives of "compiling guidelines" and "demand-oriented". Through comparative analysis, it is found that the two planning methods have their own advantages and disadvantages. It is suggested that Shehong County should adopt the planning method combining "compilation guidelines" and "demand-oriented", and at the same time, some suggestions are put forward for the specific planning content, which can provide a reference for the special planning of underground space in other medium and small cities.
