试论我国农村土地开发整理中的权属管理

土地开发整理是现阶段我国实现耕地总量动态平衡的主要途径,在实现土地资源优化配置、增加土地效益和改善生态环境方面具有重要的作用,因而成为社会关注的焦点。搞好土地开发整理中的权属管理,对巩固土地开发整理成果、提高土地利用效益、避免土地产权纠纷有重要作用和意义。本文从土地开发整理权属管理的基本内容、权属调整的原则、类型和程序等方面论述了我国农村土地开发整理中的权属管理问题。

DISCUSSION ON THE RIGHT MANAGEMENT OF RURAL LAND CONSOLIDATION AND REHABILITATION IN CHINA

The land consolidation and rehabilitation is a main way to carry out the dynamic balance on the total amount of cultivated land at present, and it is important to optimize and dispose the land resources, increase the land benefit and improve the eco-environment, thus it has become the focus concerned by society.The right management has an important influence and meaning in consolidating the achievement of the land development, increasing the benefit of the land utilization and avoiding the disputation of the land right. From the basic content of the right management of the land consolidation and rehabilitation, principles, types and procedures of the land right adjustment, the management problem of the land right in the process of the rural land consolidation and rehabilitation in China is discussed in this paper.
