关于构建地震灾后恢复重建规划体系的探讨——以汶川地震为例

汶川地震后,中央和地方各级政府迅速组织编制了一系列灾后恢复重建规划,目前《汶川地震灾后恢复重建总体规划》及其10个专项规划已经编制完成并颁布实施,为做好下一步的灾后恢复重建工作奠定了基础。本文简要回顾了汶川地震灾后恢复重建规划的组织途径、总体思路和规划内容;对规划在定位、前期法律法规与政策储备、科学性以及协调性方面值得研究的问题进行了讨论;提出了构建地震灾后恢复重建规划体系的设想,并就其体系建构的原则和框架进行了阐述。

EXPLORATION OF BUILDING A PLANNING SYSTEM OF POST-EARTHQUAKE RECONS TRUCTION:A CASE STUDY OF WENCHUAN EARTHQUAKE

A number of post-earthquake reconstruction planning programs organized by the Central Government and the local governments at different levels have been conducted soon after the Wenchuan earthquake. Up to now, the Master Plan of the Post-Earthquake Reconstruction Plan and ten relevant specialized plans have been finalized and promulgated to practice, which lay a foundation to the post-earthquake reconstruction afterwards. In order to refer to coping with the catastrophes potentially to occur in the future, in line with the firsthand experiences, the organization approach, overall ideas and main contents of the plans were briefly reviewed in this paper. Some issues needed to be addressed in relation to the nature, previous preparation of laws, regulations and policies, science, and coordination of the plans were discussed. A tentative framework of post-earthquake re con struc tion planning system was accordingly initiated, in which the principles and structures of building the frame work were explained.
