摘    要:工程质量管理是一个复杂的系统工程,本文运用系统整体功能倍增原理,构建了工程质量协同管理体系,包括质量保证体系、质量监督体系和质量信用评价体系三个子系统,涉及参与主体有建设主体、政府以及信用评级机构,并提出协同机制的六个序参量:激励机制、政府监管、信用额度、质量文化理念、质量责任、信息共享,子系统通过序参量作用,实现竞争、合作,并最终达到协调,从而保证工程建设质量。

Abstract:Project quality management is a complex system engineering,the paper uses system principle that whole function bigger than the sum of each part, constructs project quality collaborative management system,including three subsystems which are quality assurance system,quality supervision system and quality credit evaluation system,involves main participants are construction bodies,government and social credit rating organization. Six order parameters of collaborative mechanism: incentive mechanism,government supervision,credit limit,quality cultural notion,quality responsibility and information sharing are introduced,through effect of six order parameters,subsystems realize competition and cooperation and finally achieve coordination,in order to ensure the quality of construction.
