城市地下水应急水源地管理探讨

饮水安全是人类生存的最基本需求之一,保障饮水安全是许多自然灾害和人为事件发生后最迫切的一项任务。居安思危,未雨绸缪,开展城市应急和战略储备水源规划及建设工作,具有重要的战略意义。在分析国内外地下水应急管理现状的基础上,对我国地下水的应急管理体系与机制建设问题进行了探讨,提出城市应急与战略储备水源的建设与管理应成为政府执政能力建设的一项重要内容;加快立法工作,明确城市地下水应急水源地的法律地位。

Discussion on the management of urban emergency groundwater source

Drinking water security is one of the most basic demands for human beings.In most cases,it is one of the most urgent tasks to ensure the drinking water safety immediately after natural or man-induced disasters.Therefore,from a security point of view,it is of great strategic importance to launch the planning and construction work of urban emergency and strategic water reserves.Based on the analysis of groundwater emergency management abroad and home,it discusses the groundwater emergency management system and mechanism construction and proposes that the construction and management of urban emergency and strategic water sources should be an important part of government＇s ability construction.It also suggests speeding up legislation to identify the legislative role of emergency groundwater sources.
