摘    要:富春江水库是一座河床式低水头径流水电站,设计规定不担负防洪滞洪任务和钱塘江下游沿岸供水的抗咸顶潮冲淡任务。电站仅在洪水时担负基荷运行,一年中大部分时间担负调峰、调频和事故备用任务。但电站为了满足有利于水库调度多发电和钱塘江下游沿岸供水抗咸顶潮冲淡任务的需要,在实际运行中均采用较高水位运行,不仅增加库区农田的淹没损失,为保护水资源还加大地方政府对环保生态的投入,库区所在地的负担在加重。因此,水库电站必须向地方支付一定的淹没补偿费用。

Abstract:The Fuchunjiang reservoir is of a runoff lowhead hydropower station.It is stipulated in design that the reservoir will not take on the task of flood control and flood detention as well as salinity control reclamation and its water flushing for water supply along the banks downstream of Qiantangjiang River.The project only carries the operation of basic load during flood season,and assumes the task of peak regulation,frequency regulation and emergency power supply.However,in order to meet requirements of reservoir regulation to generate more power and water flushing of salinity for water supply along the bank downstream of Qiantangjiang River,the project actually runs in high water level.This has not only increased inundation loss of cultivated land in the reservoir area,but has enlarged cost input to environmental ecological protection by the local government,which has gravitate the load where the reservoir is located.Therefore,the project must pay a certain amount of inundated compensation cost to the local people and government.
