It is all-known that the reform of the state-owned scientific research institutions is imperative because of their status quo and the causes of many difficulties. Through the reasons of forming the central position of financial admistration, realizing the financial administration mechanism of relatively centralizing property and power, strengthening budget administration, scientificly arranging limited funds, adopting the modern consciousness of conducting financial transactions, carrying out the cost aministration of objective and responsibility, this paper sets forth strengthening financial admistration and actively exploring the transforming way of scientific research mechanism.
