| 摘 要： | 自1988年以来，我国开始在建设领域实行建设工程监理制度，以保证工程项目的施工质量和进度，对项目投资进行有效控制。但对于援外工程项目的施工及监理，有其很强的特殊性。在分析了这些特殊性后，提出了相应的对策和建议。
