论库区水土保持

库区水土流失造成库容减小，蓄水能力下降，影响发电、防洪。灌溉等效益，要搞好库区水土保持，必须在规划设计中增设水土保持项目，预测水土流失发展状况，保护现有植被资源，综合治理水土流失，并合理开发利用水土资源。
