我国煤矿瓦斯安全治理制度研究

摘    要:煤矿瓦斯是影响煤矿生产安全的最大危险因素之一,我国已经初步确立了煤矿瓦斯综合治理制度体系,但在形式和内容上均有待完善。本文提出,在兼顾能源、环保的前提下,应以利益均衡化的视角反思现行的瓦斯安全治理制度,并加以修改完善,从而进一步改善我国煤矿瓦斯安全。

Abstract:CMM is one of the most dangerous factors which affect mine safety. China has preliminarily set up a comprehensive gas control system which needs to be perfected both in content and form. The paper points out at the pre-requisite of energy conservation and environment protection we should rethink profoundly the current gas control system in the light of interest equipoise and modify it in details so as to improve coal mine safety by gas control.
