| Abstract: | The cost the whole process. control of capital construction ought to lay stress on the dynamic control in Controls over the investment decision-making, designing and bidding links in the prophase of capital construction have relatively great influences upon the follow-up project cost control, but they are often neglected. For the above-mentioned reasons, discussion is held on the controlling approach to the project cost in the prophase of capital construction. |
