汉江中下游地区水资源管理问题初探

随着我国社会主义市场经济的建立和不断完善,构建科学的水资源管理制度已经成为解决当前水资源问题的根本出路之一.汉江中下游区水资源管理存在着管理水平落后,管理体制分散,节水不力等问题.南水北调中线工程将使汉江中下游的水资源情势发生重大变化,需要对水资源重新配置.在实地调查的基础上,分析了汉江中下游水资源管理现状及存在的问题,并提出了加强水资源管理的主要对策和措施.

Preliminary study on water resources management in the downstream region of the Hanjiang river

Along with the establishment of socialism market economy in China and continuous improving and perfecting,to set up scientific management system for water resources has already become one of the basic ways for solving the current water resources problems.There are many problems in water resources management in the middle and lower area of the Hanjiang river,such as backward management level,scattered management system,poor water saving etc.The construction of the middle route project of S-N water transfer will greatly change water regime in the middle and lower area of the Hanjiang river and water resources should be allocated again.On the base of on-site investigation,this paper analyzes the status quo of water resources management in the middle and lower area of the Hanjiang river and put forward main countermeasures for strengthening water resources management.
