政府主导走向多方参与:日韩国土规划的新动向

日本和韩国一直非常重视国土规划,在过去的半个世纪中,两国的国土开发也取得了显著的成效。在当今全球化和东亚经济急速发展的背景下,两国都适时调整本国的国土规划以适应新的社会经济形势。本文首先总结了两国历次国土规划的特点和经验,并结合他们国土规划的新动向,得出对我国的启示:国土规划应重视国际化,充分发挥城市群对促进区域协调发展的作用,中央适当向地方分权以提高效率,以及提高应对自然灾害的能力。

Government Leading to Multi-participation: The New Trend of Land Planning in Japan and Korea

Japan and South Korea have attached great importance to land planning in the past half century, and their land development has also made remarkable achievements. Against the background of globalization and rapid economic development in East Asia of the 21st century, both countries adjusted their land planning to adapt to new socio-economic situation. This article summarized the characteristics and experiences of the two previous land planning, and combined their new trends to propose three enlightenments: attention to internationalization, promotion of coordinated regional development, decentralization to improve efficiency, and improved response to natural disasters.
