基于模糊AHP法的网络空间联合反恐作战指挥体系效能评估

针对网络空间联合反恐作战指挥活动情况复杂，指挥体系效能难以评估的特点，采用模糊层次分析法，建立了多层指挥体系效能评价指标，对单项指标进行专家评判，通过逐级运算得出目标层对评语的隶属度，引入打分制，对评价集按最大隶属度原则给出了优劣等级评定，将影响指挥体系效能发挥的各项因素都融合于综合性的评分之中，为全面评估网络空间联合反恐作战指挥体系效能提供了科学参考。

Joint Terrorism Combat Command System Effectiveness Evaluation Based on Fuzzy AHP in Cyberspace

Joint anti-terror operations command for cyberspace activities is complex and is difficult to assess the effectiveness of the characteristics of the command system. Using fuzzy analytic hierarchy process, multi-command system effectiveness evaluation index was established, and the individual indicators were judged by experts,and sequential operation of the target layer reviews of membership was obtained,and marking system was introduced to give the pros and cons rating to the evaluation set by the principle of maximum degree of membership,which the various factors affect the effectiveness of playing command system were integrated in a comprehensive score and provided scientific reference for the comprehensive assessment of cyberspace effectiveness of joint anti-terrorism operational command system.
