群众参与水土保持的做法

随着农村税费改革工作的不断深入和农村“两工”（义务工、劳动积累工）的取消，水土保持工程建设工作面临严峻的考验。云南省各水土保持重点防治县积极探索并实践群众参与水土保持工程建设的新路子，完善新机制，在继续坚持“群众投工承诺制”的基础上，积极探索并推行“工程建设公示制”和“群众参与规划制”，即实行“三制”，延伸了“一事一议”工作方式。这是社会主义新农村建设的客观要求，它加快了农村民主管理的步伐，同时也丰富了社会主义新农村建设的内涵。
