石化集团财务公司发展战略若干思考

2008年，国资委要求加强央企资金集中管理，鼓励企业集团建立财务公司。中国石化集团成立中国石化财务有限责任公司（简称石化财务公司）已达20年，长期坚持了资金的集中管理。目前，石化财务公司在发展过程中也面临一些问题。在比较中西方财务公司机制及管理运作方面特点和差异、区别国内财务公司与企业集团财务部二者角色定位的基础上，对石化财务公司目前存在的问题及发展方向进行思考；初步提出建设成为中国石化集团统一资金运作平台的长期战略目标并进行可行性分析。

Thinking on Development Strategy of Financial Company of SINOPEC Group

In 2008, the SASAC required Central enterprise to strengthen concentrated management of fund, encouraged the enterprise group to establish financial company. SINOPEC Group established Sinopec Financial Co. Ltd. as early as 20 years ago, persisted in concentrated management of fund for a long time. At present the SINOPEC Financial Co. Ltd. is facing certain problems during the development. On the basis of comparing special features and differences in mechanism and management operation of financial companies between Sino and west financial companies, distinguish role positioning of domestic financial company and financial department of enterprise group, we have thought the existing problems and development direction of Sinopec Financial Co. Ltd. ; primarily presented the long term strategy target of being constructed into a unique fund operation platform of SINOPEC Group and analyzed its feasibility.
