| 摘 要： | 以木材为主要原料为制浆造纸工业自身技术经济规律的要求，林纸经营一体化和规模化生产是现代制浆造纸工业的基本特征。我国造纸工业发展战略的指导思想应该向以木材为主要原料方向转移。建议国家应把发展人工林作为国民经济基础产出来抓。调整造纸工业原料结构，逐步实现以木材纤维原料为主，提高木浆比重，同时，适当、合理利用非木材纤维原料和二次纤维原料资源。 |
