标准的标准是使标准成为真正标准的依据，本文将标准的标准分为形式标准、内容标准、管理标准3种类型的标准，详细、系统地论述了形式标准的表述要素和标准内容结构关系等形式内容，研究提出了标准的内容标准和管理标准的原则性关系和内容要求，对比分析了3类标准的特点，给出了3类标准的应用关系和应用作用。

Criterion for Standards (Part 1)

The criterion for standards is the basis of making a standard a practical one. The criterion for standards are divided into three types, including form criterion, content criterion and management criterion in the paper.
