寻求历史保护与社区发展的融合——历史文化街区保护与改善的社区发展途径探讨

社区发展是当前世界各国谋求社会发展的一种重要途径，将社区发展的概念和理念引入历史文化街区的保护工作，有助于开拓思路，为探索解决历史文化街区传统风貌保护、居民生活改善和社区可持续发展等问题提供有益的参考和借鉴。文中介绍了社区发展的概念和理念，以北京什刹海历史文化街区烟袋斜街片区为例分析了我国历史文化街区的社区属性和特点，提出在历史文化街区保护中应借助社区发展途径，从单纯的物质环境保护规划转向综合的社区规划，鼓励并推动社区居民的有组织的社区参与，促进政府与居民互动、共同承担保护与改善的任务。

A Community Development Approach to the Conservation and Improvement of Historic Conservation Areas

In this paper, we introduce the concept and notion of community development. We analyze the nature and character of Chinese historic conservation areas. We recommend using a community development approach in historic conservation area to transform historic conservation plans of physical environments into comprehensive community development plans. We encourage and promote the organized participation of community inhabitants in such plans and in the implementation of joint conservation and improvement tasks with the government for historic conservation areas.
