关于我国水电建设发展的几点看法

在对我国水能资源的利用潜力分析的基础上，说明我国水能资源可满足“十一五”、2020年规划，甚至更长时间电力工业可持续发展的需求。论述目前水电建设的实际情况：不缺资金、不缺技术、不缺资源、不缺建设施工队伍、缺的是以水电的统一认识和政策支持。阐明了水电开发规划的思路要与时俱进的观点。水电建设任务的综合能力，决定了建设开发的政府行为。

Perspectives on China'S hydropower construction development

This paper analyzes the utilization potential of hydroenergy resources in China, illustrates that China's hydroenergy resources may satisfy the demands of power industry sustainble development in Eleventh Five-year Plan period, planning for 2020, even longer period;and expounds the current situation of hydropower construction: funds, technology, resources and construction teams are not lacking, but needs the unified knowledge of hydropower and policy support. It is held that the hydropower developers themselves have to advance with time in the thinking of development planning. The comprehensive capability of hydropower construction task determines the government's behavior in construction and development.
