摘    要:根据我国电力市场化改革和国内能源供需形势的实际情况,实施上网侧与销售侧峰谷分时电价联动势在必行。为激励电网公司积极参与实施峰谷分时电价这一需求侧管理措施,本文在分析对输配电网进行政府监管的必要性的基础上,研究提出了分享实施分时电价利益的输配电管制价格模型,并就模型涉及到的定价目标、分享因子等要素进行了深入研究。论文首先分析探讨目前应用较广的激励性输配电价格管制方法及其特点,并在此基础上,以上网侧与销售侧峰谷分时电价联动为背景,构建了价格上限形式的输配电价管制模型,并研究给出了模型中的各个因子确定方法。最为,论文对效益分享因子用一个算例进行了分析验证。

Abstract:Implement electricity price mutual change between generation side and distribution side considering time factor is imperative under the crucial situation of power market deregulation and energy supply. In order to incentive grid companies participate in the DSM measure of mutual change, this thesis puts forward a transmission and distribution price regulation model sharing the DSM benefit and studies the pricing goal, share factors etc.. In the beginning, the characteristics of incentive transmission and distribution price regulation method are discussed, then the construct the new price cap regulation model and how the factors in the model are deducted. At the end, an example is used to demonstrate the validity of benefit sharing factor model.
