| 摘 要： | 我国的水电工程建设管理体制经历了由计划经济模式向市场经济模式的变革,逐步建立了以业主责任制、招标承包制、建设监理制为主要内容的建设管理体制。随着2002年底电力体制改革的深化,水电工程建设集团化运作应运而生。通过总结水电建设项目的特点,回顾水电建设管理发展历程,阐述了集团化管理的运作方法,分析了水电项目集团化管理的优势和成效,并提出目前存在的问题和今后一个时期需发展和完善的方向。
