能源总量控制辨析

在市场经济中,能源供需关系并不取决于一次能源供应,而是取决于终端能源服务。在市场经济国家,能源供需主要靠市场机制来调节,政府采取经济、技术、法律、信息等手段,纠正或消除市场缺陷或市场障碍,保持能源供需平衡,优化能源结构。分析了中国能源供需失衡的原因,提出了可供选择的对策。

Analysis on Controlling Total Energy Consumption

In the market economy, the relation between energy supply and demand is not decided by the primary energy supply, but it relies on demand for terminal energy services. In the market economy country, energy supply and demand basically relies on market mechanism to implement adjustment, and the government takes economic, technical, legal, information and other means to correct or eliminate defects and barriers in the market, so as to keep the balance of energy supply and demand, optimization of energy structure. This paper analyzes reasons of imbalance energy supply and demand in China, and puts forward the alternative measures.
