加快水电建设促进电力可持续发展

随着我国经济社会的快速发展，对电力的需求不断增加，特别是今后15年，电力发展的规模将有较大增长。在我国，火力发电受环境、水资源、煤炭及运输等方面因素的制约，而水力发电具有许多有利条件，因此大力发展水电是我国电力发展的现实选择，也是国家整体战略的需要。要加快水电开发，除政府应制定有效的政策措施。认真解决水电的市场制约问题外，还应认真对待水电建设对生态和环境造成的负面影响，促进水电的可持续发展。

Accelerate the hydropower construction and promote sustainable development of the power

With the rapid social and economic development of our country, the dem and for the electricity is growing inceasingly. Particularly in 15 years, the po wer development will be increased in a comparatively large extent. Thermo-power is developed under the restriction on the environment, water resources, coal, tr ansportation and other factors, while hydropower development is provided with ma ny favorable conditions, therefore, it is the realistic option of China to spare no effort to develop the hydropower, and it is also the requirement of the over all strategy of the whole country. Besides the effective policies worked out by the government and the careful settlement of the restriction on the hydropower m arket, it should also deal with the negative effects by hydropower construction on the ecological environment in earnest to promote the sustainable development of the hydropower.
