摘    要:虽然传统的黄河凌灾防御策略与技术在减小黄河凌讯灾害方面发挥了重大作用,但由于技术手段与方法的局限,凌灾防御仍存在被动防御的现实.提出了"变被动防御为主动防御、变军队应急机制为军民联合防治"的理念,借助先进的信息技术与便捷、安全、高效、迅速、成本低、威力大的"聚能随进"新的爆破技术,提出了黄河防凌减灾的新方案,并研发出相应的一系列专用破冰器材,可有效遏制凌灾的发生,并能在其他地区推广应用.

Abstract:The traditional active defence strategy and technology to prevent ice disasters take an important role in reducing ice flood damages in the Yellow River,however,due to the limit in relevant techniques and methods,the ice prevention is subject to the passive defence.Thus,the new idea is proposed that the passive defence should be turned to the active defence,and the military emergency mechanism should be changed into joint military-civilian control.By means of the advanced information technology and new "energy-binding and following-up" blasting technology which is convenient,safe,efficient,rapid,powerful and cost-effective,a new scheme is put forward for the mitigation of ice disasters in the Yellow River,and a series of special ice-breaking equipments are developed,which can prevent the ice disaster effectively,and can also be popularized in other areas.
