合同能源管理项目节能量测量基础方法研究

摘    要:在全球性的节能减排大背景下,合同能源管理(Energy Performance Contract EPC)在节能减排上正发挥着重要作用。而我国 EPC 在推广上仍有诸多障碍需要解决,准确合理的测量节能量是其中的核心问题之一。分析了国内外常用的节能量测量和验证的规范、标准,在此基础上总结了 3 个节能量测量方法。并从方法的概念、测量参数、测量步骤、实证案例等方面分析 3 种方法的应用。并从复杂程度,准确性和成本费用 3 个方面分析各测量方法的差异,为不同 EPC 项目选择测量方法提供依据。该研究是 IPMVP 中节能量测量方法的细化和补充,为我国形成科学的节能效果测评体系和技术检测监督体系提供坚实基础,帮助合同双方客观评价节能量,引导合同能源管理科学健康发展

Abstract:Under the background of global energy conservation and emission reduction,energy performance contract (EPC) isprogressively important for energy conservation and emission reduction. There are still many obstacles needed to be resolved duringthe promotion of EPC because EPC in China is still at the initial stage. One of the key problems is the difficulty in measuring theaccurate value of the energy saving. In this paper,three energy measurement methods are summarized through analyzing thedomestic and international standards of energy measurement and verification. The applications of these methods are studied fromdifferent aspects including measurement concept, measurement parameter,measurement step,and cases study. At last,we investigatethe differences of the methods from the aspects of complexity,accuracy,and cost. This research captures the theoretical and practicalimplications of the energy measurement method in China,which can refine and enhance the IPMVP
