回应性监管理论下工程建设市场主体社会化监管机制研究

随着行政审批制度改革的不断深入，工程建设领域的社会化监管作用日益显著。由于目前的工程建设市场主体政府监管与市场化发展进程之间存在较大矛盾，从剖析工程建设市场主体监管现状出发，结合近年来国际上兴起的回应性监管理论，提出了工程建设市场主体社会化监管机制，分析了社会化监管机制包含的主体、内容以及手段，揭示社会化监管本质是信用规范化动态发展过程的观点。为构建新常态下工程建设市场主体社会化监管模式奠定基础。

Research on the Socialization Supervision Mechanism of Engineering ConstructionMarket Subject Under the Theory of the Responsive Regulation Theory

With the deepening of the reform of the administrative examination and approval system，the socialization supervisionrole in the construction field has become increasingly remarkable. Given the contradiction between the government regulation andthe development trend of the current construction market，this paper put forward the socialization supervision mechanism of the mainsubject of the construction market combined with the recently rising responsive regulation theory by analyzing the current situationof the main subject of the construction market. Moreover, we analyze the subjects，contents and the means of the socializedsupervision mechanism，and reveal that the essence of social regulation is the dynamic process of credit standardization. Theconclusion of the study lays the foundation for building the social regulation model of the main body of the construction marketunder the new normal condition.
