摘    要:现有配电网评价体系多适用于传统电网或偏重于评价电网技术性能,不适用于单体项目。一流配电网是我国电力企业的发展目标。根据配网项目的全寿命周期,在规划、设计、建设、运行等方面精选指标构建指标层,从实施过程、电网性能、环境与社会影响、投资效益四个维度构建适用于配电网年度整体评价与单体项目评价的子体系。采用专家法与信息熵法相结合设置权重,年度投资整体评价采用宏观性指标,单体项目采用微观指标,借鉴国际先进配电网指标,建立指标隶属度函数。该体系成功应用于江苏南部某城市配电网年度投资评价。

Abstract:The existing assessment system for distribution network is not suitable to the individual project, it is more applicable to the traditional power grid or focuses more on the assessment of power grid technology performance. The first-class distribution network is the development goal of Chinese electric power enterprise. According to the life-cycle of the distribution network project, this paper establishes an index system by carefully selecting index from the aspects of planning, design, construction and operation, and builds a sub-index system which is suitable to the distribution network annual overall assessment and the individual project assessment from four dimensions i.e. implementation process, power grid performance, environmental and social impact, and investment benefit. It sets weight by combination of the expert method and information entropy, conducts the overall assessment for annual investment by using the macroscopic index and for individual project by using the microcosmic index, and establishes index membership grade function by referencing international advanced distribution network index. The system has been applied to assess the annual investment of the distribution network of a city in southern Jiangsu successfully.
