摘    要:针对流域特点构建了基于水资源的流域可持续发展指标体系。指标体系设置了发展、协调、公平系数及由三者构成的可持续发展系数;考虑了包括水资源和生态在内的4个子系统,以反映水资源支持各子系统的发展程度以及水资源与其他子系统之间的协调程度;设立了分区层,以暴露分区主要问题,反映各分区之间发展及资源使用的公平程度。提出了各层指标的计算、评价方法;对可持续发展定量判别方法进行了较为深入地研究;最后,进行了实例研究。

Abstract:An index system for the sustainable development of river basin is constructed based on the water resources ; in which the coefficient of sustainable development that consisting of coefficients of development, coordination, fairness is introduced. Four subsystems including water resources and ecology are considered to reflect the support from the water resources to the developments of the subsystems and the coordination between the water resources and the other subsystems. The zoning layers are set up to show the main problems concerned and to reflect the balance between the developments and the uses of water resources of the sub-zones, for which the calculation and evaluation methods for each layer are presented as well. Furthermore,the method for the quantitive estimation on the sustainable development is deeply studied and a case study is given at last.
