| 摘 要： | 指出了虚拟代建企业生成须具备代建机遇、信息网络平台、盟主企业以及合作伙伴四大要素。其中,非经营性政府投资项目代建制是虚拟代建企业组建的驱动力;敏捷化信息网络平台是虚拟代建企业组建的技术基础;盟主企业是虚拟代建企业组建的主体;合作伙伴的选择是虚拟代建企业组建的核心。
