摘    要:政府投资项目在我国经济生活中发挥着重要作用。不过,在政府投资项目行政管理制度下,一些项目管理绩效不高,导致项目绩效也不佳。国内推行的政府投资项目代建制管理模式就是针对行政管理制度下的弊端展开的一项改革措施。然而,政府投资项目代建管理绩效的改善要基于新的项目治理理论范式而不是传统的委托代理理论。文中从内部治理和外部治理以及政府监督机制三个方面入手探讨了代建制项目管理绩效改善途径。

Abstract:The project invested by the government play an important role in the economic development of China.However,some projects under the current administration system have often result in lower performance under the lower management performance,for which the project management mode of construction agent system for the projects concerned is put forward domestically as a reform method against the shortages from the conventional administration mode.Nevertheless,the management performance of construction agent system is improved not based on the conventional entrusted agent theory but relied on a new project governance theory.The approach for improving the performance of the construction agent system is discussed herein from three aspects: internal project governance,external project governance and government supervised mechanism.
