Combining with the engineering examples, the paper analyzes the influence of the design alteration on engineering costs, illustrates the reasons for the design alteration and the relative factors, points out the controlling measures for the design alteration, such as geological observation and engineering design, and formulates the improved management system, so as to direct the personnel of the engineering costs to have the effective control over the engineering costs by controlling the design alteration.
