| 摘 要： | 综合评估卫星通信网络运行质量对于卫星通信网络性能的提高和网络管理具有重要意义。为了科学合理评估运行的卫星通信网络，结合卫星通信网络特点提出了指标体系的构建原则；在此基础上从网络管理功能角度出发，主要针对以语音为业务的非IP体制卫星通信网络，通过对影响网络运行质量的指标进行选取、分类、聚合、量化，构成了卫星话音通信网运行质量指标体系，并利用模糊综合评价法进行了评估。

| Abstract: | Comprehensive assessment of satellite communication network operational quality plays an impor-tant role in improving the management and performance of satellite communication network. In order to im-plement a scientific and rational evaluation of satellite communication network, the construction principle of satellite communication network operational quality index system is proposed,and based on this, a satellite communication network operational quality index system in a non-IP satellite communications network with voice as its main business is designed. From the perspective of network management functions and based on the selection, classification, aggregation and quantification of the network operation quality indicators, the index system is constructed. Finally fuzzy comprehensive evaluation method is used to evaluate the sat-ellite communication network operational quality. |
