| 摘 要： | 高新技术产业自20世纪后半期崛起以来,已迅速发展成为世界各国的主导产业、支柱产业,由于其自身独特的资源构成和生产技术特征,对公共政策提出了系统性的要求.从经济学的角度分析了在高新技术产业发展过程中市场失灵现象;论证了公共政策对高新技术产业发展给予支持的必要性;明确了公共政策选择的原则;提出了有利于高新技术产业发展的公共政策选择的重点.

| Abstract: | The new high - tech industry has developed into the leading industry and pillar industry of the countries all over the world rapidly. Because of its unique resources structure and production technology characteristic, the new high - tech industry has the systemic requirement to the public policy. The phenomenon of market failure in the course of development of new high - tech industry in terms of economics is analyzed. The necessity of public policy support to the development of new high - tech industry has been proved. The principle and focal point of the choice of public policy in order to promote the development of new high - tech industry are put forward. |
