完善监督机制,遏制“寻租”蔓延

分析了城市规划管理中产生“寻租”现象的根源及防止政府城市规划管理部门官员滥用职权的约束条件,国家、规划控制权使用人和开发商围绕寻租与监督展开博弈的机制。提出了通过引入社会监督和法律监督等外部监督手段,加强规划管理执行过程监督,结合已较成熟的结果监督和内部监督体系,完善城市规划行政管理体系的监督机制,提高政府规划管理的有效性,遏制“寻租”现象在城市规划管制中的蔓延。

IMPROVING THE SUPERVISION MECHANISM TO PREVENT THE "RENT SEEKING" IN URBAN PLANNING ADMINISTRATION

This paper analyzes the origin of “rent seeking”.Using Game Theory it studies the condi-tions keeping planning administrators from power abusing,and the game mechanism among the state,planning administrators and developers between rent-seeking and supervision.It presents to reinforce the supervision over implementation process of planning administration by introducing external supervision methods such as social and legal ones.Combined with more mature result supervision and internal supervi-sion system,it will improve the effectiveness of plan-ning administration and prevent the rent seeking in planning administration.
