| 摘 要： | 工程拖欠款问题是建筑施工企业普遍存在的一个突出问题，它给建筑业及建筑企业，社会，经济等带来了一系列严重的危害，其治理已迫在眉睫，本文对工程拖欠款进行了探索性的划分，从经济体制，国家调控，政府行为，建筑企业与业主等角度深刻分析了形成的原因，提出了健全市场经济体制，完善社会主义法制，加强执法等方面的具体的根治措施。

| Abstract: | The architecture payment in arrears is the generally existing outstanding problem for the architecture companies. It takes a lot of serious crises to the architecture industry and architecture companies,society and economy and should be administered peremptorily. This paper tries to comp-artmentalize the payment in arrears, analyzes the cause from the different points and brings forward the measures to root up the problem. |
