| 摘 要： | 文章针对电力生产实践中常常感觉模糊的三个问题进行了探讨,阐述了电力生产建设领域风险控制与安全管理、风险控制与安全管理规章制度、风险控制与反违章的相互对应关系,认为电力安全风险控制的核心就是反违章,并就如何反违章,提出了分析和建议。

| Abstract: | The paper carried on thoroughly studies about some fuzzy problems,mainly including corresponding relations of three aspects as follows:(1) risk control and safety management of power production and construction,(2) risk control and safety management rules and regulations,(3) risk control and anti-illegal activities.The result shows that the anti-illegal activities play the key role in electric power risk control and makes some advices on how to control the illegal activities. |
