| Abstract: | Starting with the characteristics and the presen t status of salary distribution of public institutions,this paper expounds that it is the optimal choice in the present stage of socialism for the public instit utions to combine the distribution according to labor and the distribution accor ding to elements and puts forward the principles and conceptions of the applicat ion in combining the two distributions. |
