德国外国留学生教育发展策略分析及启示

德国外国留学生教育在20世纪末发展缓慢,在博洛尼亚改革进程下,实施了推动留学生教育发展的积极改革措施,取得明显成效。目前中国高等院校在留学生教育方面存在着诸多问题,借鉴德国在改革中的有益经验和启示,提出中国高等院校留学生教育发展的对策：缩短修业年限,与国际学制接轨;开设外语授课国际化课程/专业,提高课程/专业吸引力;设置学分互认课程和联合课程项目,注重双向交流和培养;调动多方力量设立多种形式奖学金,吸引优秀留学生来校学习;完善服务体系和软硬件设施,优化留学环境;实施品牌战略营销,加强对外宣传等。以此来促进中国高等教育中留学生教育质量的提高,开创中国高等教育国际化的新局面。

Analysis on policies of german international students education and its enlightenments

International student education in Germany witnessed slow development at the end of the 20th century.Proactive reform measures were then taken to promote the development of education for international students under the Bologna Process and noteworthy achievements were made.Currently higher education institutions in China face quite a few problems in offering education for international students.This paper draws the German experience and inspirations and puts forward the following countermeasures that higher education institutions in China can adopt to promote the development of education for international students.Shortening the length of schooling to get linked to the international standard;Setting-up of programs or majors taught in a foreign language （English） to attract more students;Setting-up of joint degree programs or credit transfer programs to facilitate two-way exchange and joint cultivation;Offering a package of scholarships by fully utilizing resources to attract excellent students;Improving service as well as software and hardware facilities to make the university a better destination for overseas students;Implementing a strategy of marketing through brand and enhancing publicity.Thus the quality of education for international students in Chinese universities will be improved and a new prospect of internationalization of higher education in China will be opened up.
