海外铁矿资源开发战略选区风险评价模型研究

摘    要:我国企业“走出去”到海外开发矿产资源是一项艰巨而复杂的任务,必然面临许多困难,而做好选区规划则是首要任务。在分析海外铁矿资源开发战略选区原则的基础上,首先,利用专家调查法对海外铁矿资源开发战略选区中面临的主要风险因素进行了识别,进而建立了一套包括15个二级风险指标的风险评价指标体系,并利用Delphi法确定了指标权重;其次,对海外铁矿资源开发战略选区风险评价指标进行了分级,建立了海外铁矿资源开发战略选区风险评价模型;第三,对8个铁矿资源比较丰富的国家分别进行了风险评价。研究结果表明:所建立的风险评价模型可以用于海外铁矿资源开发战略选区的识别,可以为我国矿山企业和政府部门进行海外铁矿资源开发提供相应的决策支持。

Abstract: “Going out” for overseas mineral resource exploitation is an arduous and complex task, many difficulties may be faced, and doing a good job in the strategic area selection is the first and foremost task.Based on the principle of the strategic area selection for foreign iron ore resource exploitation, firstly, the expert investigation method was used to identify the main risk factors, and then a risk assessment index system including 15 second-level indexes was established, the weight of which was determined by the Delphi method; secondly, the 15 second-level indexes were classified, and a risk assessment model was established; thirdly, 8 countries whose iron ore resource is rich are assessed.The research results show that:the risk assessment model can be used for the strategic area selection overseas iron ore resource exploitation, which can provide corresponding decision supports for the mining enterprises and government to carry out overseas iron ore resources exploitation.
