Abstract:In China, different from other comprehensive pilot grids of power system reform with relatively small scale of hydropower, Sichuan power grid has some unique characteristics, such as high proportion of hydropower installed capacity, large difference in power generation principles between high-water and low-water periods, complex grid structure constraints and decentralized power generation dispatching strategy. Therefore, the high-water and low-water market mechanism is designed to adapt to the grid supply and demand situation and the difference of power grid operation characteristics between high-water and low-water periods. Firstly, this paper explains the electricity spot market mechanism in Sichuan Province from the perspectives of market design ideas, the overall market model, and the high-water and low-water electricity spot markets. Then on this basis, the functional structure adapted to the spot market mechanism in Sichuan Province is proposed, and its own characteristics in the aspects of high-water and low-water period market models, physical space for market operation, hydropower coupling constraints, and optimization clearing process are analyzed. Finally, some suggestions are put forward according to the operation practice of high-water and low water electricity spot markets in Sichuan Province of China.
