抓住机遇，加快中国煤层气产业的发展

针对中国能源需求和煤层气勘探开发现状,首先介绍了美国、澳大利亚、加拿大等国煤层气勘探开发的成功经验,归纳了其给中国煤层气产业所带来的启示;然后客观剖析了当前国内煤层气勘探开发所面临的有利条件和机遇,同时对不利条件和风险也做了分析。在此基础上,提出了进一步促进中国煤层气产业发展的建议：①实施比常规石油天然气更为优惠的经济政策;②实施奖励与惩罚相结合的强制性“先采气、后采煤”政策;③制定煤层气资源保护和产业监管法规。希望能抓住大好发展时机,力争在“十一五”末中国的煤层气产业化能初见端倪。

OPPORTUNITIES AND CHALLENGES FOR CBM DEVELOPMENT IN CHINA

n light of energy demand and the status quo of CBM exploration and development in China, this paper firstly introduced what and how Chinese CBM industry could learn from many successful experiences from the U.S.A., Australia, and Canada, etc.; then analyzed in depth both favorable opportunities and potent risks that CBM exploration and development in China had to face up with. Many suggestions were put forward as follows: (1) economic policy on CBM industry should be much more open than that on conventional oil and gas; (2) mpulsive policy on "CBM gas extraction before coal in coal mines" should be performed by encouragement and punishment; (3) laws and regulations should be established on CBM resource protection and industry supervision. Chinese CBM industry will take this challenge to develop well in the eleventh Five Year plan.
