Proceeding from actualconditions,this paper discusses the fundamental principles for scientifically and rationallyworking out the resettlement plan;proposes some methods for dealing with and coordinatingvarious problems in resettlement work,and procedure for implementing the resettlement planin levels and in items;points out the basic approaches to solving various problems such as arrangement for emigrant's production and life,recovery and reconstruction of reconstruction of economy in thereservoir area, environmental (ecologic) protection, development of industries, and so on .Itwould have a better value of guidance and practice.
