论建立大规模、高层次的民办高等教育体系

积极建设民办高等教育体系，是大力发展我国高等教育的必需。建设较大规模的民办高等教育体系，能够为我国高等教育的发展提供新的资金来源，为我国高等教育的改革注入活力，促进我国高等教育的多样化。按照价值规律，以高收费为前提的民办高等教育必须是高质量、高层次的，因此必须建立高质量的民办高等教育体系。为此，可组合使用资产证券化和高等教育投资基金两种创造金融手段，对一批优秀的办公高校实施改制。
