This paper discusses the concepts of conforming inspection and reviewing inspection briefly, and the regional office responsibility on special events at Nuclear Power Plants, in details in the view of the value theory of nuclear safety law. The word of special events means the events deviated from normal operation , or incidents and accidents occurred during outages including licensing events, but events resulting in crises. The paper suggests that the regional office should constitute a committee to make collective decision, in order to apprehend and perform the duty of law exactly.
